Opening Access, Without Opening Risk

Over the course of two years, the State of Kansas expanded PeopleSoft access from 12,000 to 50,000 employees. That included contractors, law enforcement, and field staff accessing self-service tools on iPads and remote workstations. But making PeopleSoft available over the public internet introduced serious security concerns, especially with sensitive HCM and FSCM data at stake.

The State’s native masking tools offered limited protection, working only on select pages and failing to meet the needs of power users. As access demands increased, so did the need for flexible, field-level masking, stronger access control, and better visibility into user activity.

Advanced Protection with Minimal Disruption

Using Pathlock Native for PeopleSoft, the State implemented dynamic data masking across HCM and FSCM applications, extending protection to both delivered and customized pages. The team also rolled out location-based controls, ensuring sensitive content was only accessible from secure networks.

Multi-factor authentication was introduced, and Pathlock’s contextual access rules allowed the State to control which users could view specific content based on device type, location, or role; all without requiring custom development or third-party add-ons.

Real-Time Visibility and Scalable Security

With Pathlock in place, the State gained visibility into privileged user activity while ensuring frontline workers could securely access self-service features. Identity re-verification was added at the page level for high-risk transactions, and staged rollouts allowed the team to align masking policies with business needs.

The solution proved both effective and cost-efficient, and the State now plans to expand Pathlock’s role in future security initiatives.
